Construction Update: As of Wednesday, April 1, construction crews are wrapping up the water main replacement and are preparing to begin street reconstruction.

Paving Work:

During the grinding and paving operations from April 6-8 and April 9, 10 and 13, one lane of travel in each direction will be maintained. When grinding and paving operations are in front of a driveway, access may be delayed up to approximately one hour. Please obey all ‘No Parking’ signs and use caution when driving in the area. Use alternate routes when possible.

Post-Paving Work:

April 13-29: Post-paving work

During the post-paving work, the City will update the striping configuration on Narbonne Avenue south of PCH to improve traffic safety and corridor consistency.

The City of Lomita partnered with David Evans and Associates Inc. to assess the intersection of Narbonne Avenue and Pacific Coast Highway in the City of Lomita. Based on that assessment, they proposed that Narbonne Avenue be reconfigured to one lane in each direction, a continuous center turn lane and bicycle lanes. Following the assessment, the City Council reviewed and approved the viability of this design in alignment to community feedback in July 2023. This layout matches the established striping on Narbonne Avenue north of PCH, ensuring a seamless transition for drivers traveling across the City and a safer roadway that balances the needs of drivers and pedestrians. Project Timeline History

March 16: The travel lanes are no longer closed surrounding the PCH and Narbonne Avenue intersection. Caltrans crews adjusted the signal phasing today. Tomorrow, March 17, construction crews will abandon the old waterline. Cold mill and grinding is currently scheduled for April 1-2 and paving for April 2-7.

March 11: Starting Thursday, March 12, through Monday, March 16, there will be lane closures surrounding the intersection of Pacific Coast Highway (PCH) and Narbonne Avenue to allow workers to repair the intersection cross gutter.

PCH Impacts (March 12-14): The far right lane of eastbound PCH will be closed. Traffic control will begin approximately 500 feet prior to Narbonne Avenue and extend 100 feet beyond the intersection.

Narbonne Avenue Impacts (March 12-16): Lanes will be reduced to one lane in each direction on Narbonne Avenue, south of PCH. Additionally, the left-turn lane will be closed and left turns prohibited from southbound Narbonne Avenue to PCH.

Please use alternate routes when possible and plan for extra travel time. Thank you for your patience as we work to improve our streets.

February 26: The overnight construction was successfully completed, with water restored to affected residents and businesses this morning. To improve operational control moving forward, a valve was installed to help minimize potential disruptions to residents and businesses in the future.

There will be an additional overnight shutdown next week as crews work on another critical water connection closer to the Sheriff’s Station. Asphalt restoration is planned for the week of March 9, weather permitting.

February 24: Water service was temporarily disrupted to some Lomita residents and businesses. Water service has since been fully restored. To prevent futher impacts, the water will be shut off to complete the remaining required work on Wednesday, February 25, from midnight to the morning on Thursday, February 26.

February 6: All water system components, including pipes, hydrants and meters, are installed and operational. Caltrans will complete right-of-way connections on Monday, February 16, with paving scheduled for the week of February 23, weather permitting.

January 8: Construction crews broke ground on the project at Narbonne Avenue between the PCH and the southern City boundary. Traffic lanes remain open with expected traffic delays, particularly for vehicles coming down from the peninsula.

Street sweeping on Narbonne Avenue between the PCH and the southern City boundary will not be enforced starting January 12 until construction completion in March. Trash collection will occur on the normal days of service, with slight delays due to construction.

Project Completion: City officials gathered for a ribbon ceremony on Tuesday, March 24, to celebrate the completion of Phase 2 of the Zone G Street Reconstruction project. The Zone G project area is located in the northeast part of the City, north of 253rd Street and east of Eshelman Avenue, and has many roads in need of rehabilitation.

March 17: The City is re-striping Zone G Phase 2 streets.

Eshelman Avenue and Eshelman Way will be reevaluated the week of March 23 to fix the soft soils present under the asphalt.

March 11: The City is planning to grind, level and pave to bridge the height difference between the cross gutter and street pavement on Eshelman Avenue and Eshelman Way on Thursday, March 12.

Additionally, on Friday, March 13, workers will grind, level and pave at the Lomita Boulevard intersection and the intersection of 242 Street and Eshelman Avenue to level out the transitions where the streets meet and blend the asphalt patches in the corners of the intersections.

On Thursday, March 19, all Zone G Phase 2 locations will be re-striped.

February 26: The City is waiting for direction on elevation requirements to ensure proper drainage. Once the two remaining sections of the project are complete and asphalt is applied, striping for all streets inlcuded in the Zone G Street Reconstruction Phase 2 will commence.

February 10: The City has completed and paved 248th Street at Walnut Street and 246th Street at Falena Avenue. Abita Avenue and 247th Street have the base paved. 240th Street, 241st Street, Stanhurst Avenue and Callison Street have been compacted and are ready for base and pavement. Eshelman Avenue at Eshelman Way and Eshelman Avenue at 242nd Street still need to be grinded before adding base and paving.

The contractor is currently obtaining more material to complete more streets in the coming days.

February 9: Paving began on Monday, February 9, and is expected to take approximately two weeks, weather permitting. Striping is planned for the last week of February.

January 7: The contractor has completed 60% of the curb and gutter work. All curb and gutter construction is scheduled to be completed by Friday, January 16. Weather permitting, pavement reconstruction is slated to begin the week of January 25, with completion estimated for the first week of February.

Street sweeping on streets under construction for this project will not be enforced starting January 19 until construction completion. Trash collection will occur on the normal days of service, with slight delays due to construction.

December 15, 2025: Curb ramps on both sides of Eshelman Ave. are completed. Construction is now starting on curbs and gutters at the Horseshoe Area (241st St., Stanhurst Ave. and Callison St.).

Please note that there will be no construction work from December 24, 2025, through January 1, 2026, in observance of the holidays. Work will resume on Friday, January 2.

December 2, 2025: The contractor is focusing on the ADA ramps along Eshelman Ave. and curbs and gutters at Stanhurst Ave., 241st St. and Callison St.

October 13, 2025: Zone G Street Reconstruction Phase 2 has officially broke ground as of Monday, October 13, 2025. Please avoid the following areas when possible to prevent delays and traffic, as construction will be ongoing.

Road Construction Along Walnut St. (including 241st St., April Ct., Callison St., Turrell St. and Nordman St.)

Project Completion

City officials gathered for a ribbon ceremony to celebrate the completion of the new street improvement project, marking a major step forward in local infrastructure. The project area, located in the northeast part of the City, north of 253rd St and east of Eshelman Avenue and collectively known as Zone G, has many roads in need of rehabilitation. The latest findings from the Pavement Management Plan identified streets in Zone G as having some of the worst pavement conditions in the City.

This project will be executed in phases, primarily involving full street reconstruction with some areas to receive asphalt overlay repairs. This first phase involved pavement reconstruction in a portion of Walnut Street, Turrell Street, and Nordman Street.

Special Notice #13 (3/10/2025) – Edited 3/11/25, 9:30am

Crews are working on raising all underground utility covers to match the asphalt level. Streets are open to vehicular access and parking. Crews have been accommodating when access is needed to residences in the construction zone.

Temporary tabs are currently in place along the centerline of the street, with striping scheduled for next week after the next storm.

Street sweeping and related parking enforcement will resume next week. Parking enforcement officers will be issuing notices/warnings this week while our crews remove the coverings from the posted street signs indicating the parking restriction. To avoid receiving a ticket for street sweeping and to ensure our teams have access to the curb for cleaning, please move your vehicle according to posted parking restrictions.

Special Notice #12 (3/6/2025)

Due to a technical issue, we apologize for not posting an update on this page yesterday.

Construction work will resume tomorrow Friday, March 7. Streets will once again be closed to vehicular traffic and street parking between 7:00 a.m. and 5:00 p.m. to apply the second layer of asphalt. Vehicles will be permitted to park and drive on the street once crews deem it safe. Please follow all street signage and instructions from the construction workers.

Special Notice #11 (3/4/2025)

Due to the new storm coming in, no paving will be taking place in the construction zone on Wednesday, March 5. Residents can use street parking and have full vehicle access to their residences. Construction is anticipated to resume Thursday or Friday, pending weather conditions. An update will be posted on this page tomorrow afternoon.

Today’s update is short and sweet. Great progress has been made with the first layer of asphalt applied to all streets in the construction site. Application of the second layer is anticipated later this week due to the rain. Construction crews will also be replacing the sidewalk panels that were dug out on Walnut near April Court and 241st Streets weather permitting.

This week crews began leveling the ground to ensure proper drainage and alignment. In the southern portion of the construction area, road base has been applied as crews work their way northbound toward the City boundary on Walnut Street.

The underground water main improvements at Turrell Street are complete, with crews working on the cross gutter to ensure smooth water flow through the intersection. At every step of the project, the appropriate testing and inspections are taking place to ensure the project meets safety and quality standards.

While the weather forecast indicates another rain storm on the way, it is actually going to be a positive factor, as it will help with the compaction of the road base. At this time, the project will move forward as planned. Our teams will be monitoring the weather and planning next steps accordingly.

Special Notice #7 (2/21/2025)

After a series of delays, the wait is finally over! We are thrilled to announce that the street improvement project is ready to move forward. Get ready for a smoother, better and more vibrant street ahead!

The repairs on the Turrell Street water line are complete and our contractor has begun removing the extra soil and gravel that was placed on the muddy streets during the storms. Please follow all traffic control and no parking signage and instructions from the construction crews for everyone’s safety.

In addition we ask that residents take immediate action to repair any faulty irrigation systems on their property to ensure the project stays on track. Soil conditions need to be dry to proceed with the construction work. Water being directed into or running off into the construction area is causing significant delays and need to be addressed immediately to avoid further disruptions. Thank you for your cooperation.

Special Notice #6 (2/19/2025)

When the water line on Turrell Street was broken earlier this month, crews conducted an emergency, temporary fix to get water service back online. Contractors began working on the final repairs to be completed by February 20. No water shut offs are anticipated. In addition, crews will start removing the excess gravel that was originally placed on the unpaved streets during the storms for vehicle access. They will begin removing the gravel on the southern portion of the construction area and work their way north in the next couple of days.

To minimize the dust in the area, there will be an extra street sweeping pass on February 20 in the adjacent streets to the construction zone. No street sweeping tickets will be issued however we kindly ask that residents move their vehicles so the sweeper can have full access to the street and help keep our community clean.

Special Notice #5 (2/17/2025)

Our sincere apologies for the delays, and gratitude for your patience. The City of Lomita is dedicated to investing in our infrastructure while utilizing your tax payer dollars to deliver a project that lasts for many years to come.

The project was delayed mostly due to a water main break and undetected leak in a water main pipe, making the foundation too saturated for asphalt and base to be applied. Crews believe we have isolated the leak and with the weather conditions improving, we are expecting to make significant progress in the next week.

With updates occurring hour by hour, it is important that residents and motorists obey all laws and regulations in the area to ensure safe conditions for both community members and workers. For safety reasons, DO NOT approach the construction site or engage with workers or contractors. Violators will be subject to fines and prosecution.

In anticipation of the next storm, our teams have proactively secured additional pumps, hoses, sediment bags for catch basins and other essential supplies to help mitigate potential issues. We are taking all necessary precautions to minimize any disruptions and ensure that we are fully prepared for the storm’s impact in the construction zone. Our team is closely monitoring weather conditions and will be on standby to address any challenges that may arise. In addition, the sandpit at City Hall has been refilled and residents are welcome to take sandbags as part of their own storm preparedness efforts.

Your safety and well-being remain our top priority, and we appreciate your cooperation as we work to manage the situation effectively.

Special Notice #3 (2/7/2025)

Our teams have been hard at work at the construction site and behind the scenes to mitigate the current road conditions. After exploring multiple (and very costly) options and encountering supply issues, our teams have removed the top layer of mud before adding more road base to maintain drivable conditions. For the most part, the streets are muddy yet firm and the added base helps to absorb some of the moisture while we continue to pump out rainwater. These streets have a natural impervious clay material underneath the mud making the drying out process more challenging.

Lomita sheriffs have been conducting additional patrol checks in the area. This is a construction zone and all unsafe driving activities are being reported. We continue to kindly ask that vehicles be limited to area residents to ensure everyone’s safety.

Athens will continue to service all trash barrels. Please place out your bins on your normal collection day to be serviced. Athens Services is available at (888) 336-6100 if further assistance is needed.

Special Notice #2 (2/5/2025)

The City of Lomita would like to inform area residents that the ongoing road reconstruction project is currently experiencing delays due to inclement weather. The rainy conditions have led to muddy road surfaces, which have made it challenging for crews to continue their work as planned. The project will resume once soil conditions are dry enough to continue work.

Additionally, due to the current soil conditions, trash collection service has been temporarily delayed. We are working with Athens Services to have the carts walked from the impacted streets to the trash truck to be serviced. We understand the inconvenience this may cause and appreciate your patience during this time. Once conditions improve, trash collection services will resume normal operations.

In the meantime, we kindly ask that vehicles in the construction area be limited to area residents to ensure your safety and prevent any further delays. Once feasible, our teams will power wash the area. The City apologizes for the inconvenience and continues working with the contractor on interim solutions to help mitigate the road conditions.

This street reconstruction project affects portions of Walnut Street, 241st Street, April Court, Callison Street, Terrell Street, and Nordman Street. The pavement reconstruction will continue to be delayed until the soil conditions are dry enough for work. The City of Lomita will perform roadwork on Lomita Boulevard between Lucille Avenue and Lomita Drive from April 28th through May 9th, 2025. This work will consist of pavement restoration and restriping. Certain lane closures will be necessary to safely complete the work. These closures may temporarily impact your usual travel routes, travel times and limit access to street parking in the affected areas. Construction work will occur daily between 7 a.m. and 5 p.m., but lane closures are expected all day until the work is complete.

Please use caution and reduce speeds in the construction zone. Follow all posted traffic control signage and “No Parking” signs throughout the duration of the project. Consider taking alternate routes to avoid this area.
