As the City of Lomita continues to experience growth in population and infrastructure, the City remains dedicated in maintaining and improving its 32.5 miles of streets. Having a Pavement Management Program (PMP) is a key planning tool that enables cities to understand existing pavement conditions and to plan for future maintenance and rehabilitation measures. The City’s PMP is updated every three years to comply with Los Angeles County Metropolitan Transportation Authority Pavement Management System requirements, which allows the City to maintain eligibility for Proposition C funding. The City contracted with Bucknam Infrastructure Group, Inc. (Bucknam) to prepare a 2024 update to the City’s PMP, which was last updated in 2021.

Bucknam surveyed all arterial and collector routes as well as all City-owned local streets and alleys to determine a Pavement Condition Index (PCI) for each roadway segment. The data, along with recent maintenance and rehabilitation operations, was calculated into engineering software to forecast pavement maintenance needs and assist in budgeting for street maintenance.

The current citywide pavement conditions reveal that 34% of the City’s streets are in “excellent” condition, and 40% of the City’s streets are in “very good” condition. In addition, the overall Citywide PCI is 74.8 which is considered “very good” condition. The Citywide PCI has increased steadily over the past 13 years due to the City’s commitment to evaluating, maintaining and rehabilitating City streets.

Based on pavement records, yearly capital expenditures, available funding, and the most recent 2023 inspections, Bucknam developed a prioritized list of streets to rehabilitate by slurry seal, overlay, or full reconstruction. This list will be used to determine which streets to rehabilitate as funding becomes available. The City remains committed to maintaining and improving our City streets.
