These updates provide timely information on community improvements, public safety efforts and infrastructure investments, along with highlights of recent accomplishments and what’s coming next.

Published every two weeks, the Updates from the City Manager aim to offer transparency into City operations and ensure residents stay connected to how Lomita is working to enhance the quality of life across the community.

Dear Lomita Residents,

Here are some notable updates and upcoming events happening in and around Lomita:

El Niño and Emergency Preparedness

As Lomita prepares for a wet winter with anticipated El Niño storms, the City encourages all residents to take proactive steps for potential winter emergencies. We are partnering with Los Angeles County to connect you with essential preparedness tools:

Shaping the Future of Navy Fields

At the upcoming City Council meeting on Tuesday, Oct. 20, staff will present a recommended contract and consultant for Community Outreach & Conceptual Design regarding the future Lomita Sports and Community Center. Community input will be central to this entire process. We look forward to providing numerous opportunities for residents to share ideas and help shape a space that truly reflects Lomita’s needs and priorities.

City Hall Second-Floor Renovation

On Tuesday, Oct. 20, the City Council will review a proposed design concept for the renovation of City Hall’s second floor. The project focuses on creating a layout that supports efficient municipal operations and workplace needs for the next 20 years. Council will evaluate the proposed floor plan and department arrangements to provide direction on moving to the next stage, which will involve refining the layout, developing construction cost estimates and completing engineering reports.

Street Projects and Construction Oversight

On Tuesday, Oct. 20, staff will present a contract for On-Call Construction Management and Construction Inspection Services (CMCI). This proactive measure ensures the City has expert oversight in place to maintain high quality and accountability across various upcoming street infrastructure projects.

Pavement Adjustments for Local Cul-De-Sacs

The Public Works department has been actively addressing recent pavement deterioration on several recently rehabilitated cul-de-sacs. An engineering evaluation determined that the rubberized asphalt used in these areas—while highly effective for straight roadways—is susceptible to the tight, frequent turns of heavy vehicles such as refuse trucks. The sharp, multi-point turns create severe horizontal force that can cause rubberized surfaces to scuff or deform. Moving forward, the City will utilize Hot-Mix Asphalt (HMA) for cul-de-sacs, which is a more rigid pavement treatment specifically designed to withstand heavy-vehicle turning radii. Staff will continue monitoring the affected cul-de-sacs to determine the best corrective measures while ensuring proper material selection on all future projects.

Lomita Boulevard Medians Update

The Median Ad Hoc Committee met earlier this week to advance the final conceptual design of the Lomita Boulevard medians. Because of the anticipated scope and cost of this beautification project, it will remain a featured topic of discussion during upcoming City Council sessions.

Geotechnical Study on Palos Verdes Drive North Hillside

Drilling and geotechnical investigative work is officially underway on the slope along Palos Verdes Drive North (PVDN) near Harbor Hills. This essential study assesses the structural integrity of the hillside, taking into account the two water reservoirs positioned at the top. The fieldwork will conclude this week and will give Public Works the diagnostic data needed to resolve local erosion issues. Furthermore, City staff is actively coordinating with geotechnical consultants to implement stabilization measures before winter rains arrive.
